The term “junk dealer” as used in this chapter includes any person, firm, or corporation who keeps, maintains, operates, or uses a building, lot, parcel of ground, or other place for assembling, collecting, dumping, wrecking, storing or keeping, depositing, or removing any old iron, junked automobiles, junked machinery or accessories thereto, or any refuse, junk, or waste material for the purpose of salvage or sale.
